Abstract
Glavni cilj ovog rada je analizirati i istražiti ocjenjivanje i napredovanje državnih službenika u Republici Hrvatskoj. Temeljenjem dostupne literature i zakona istražena je spomenuta tematika. Tijek rada prati službenički sustav te njegove karakteristike. Doznaje se tko su državni službenici i njihova podjela. Također se spominju metode uz koje se nastoji doći do što bolje formiranih državnih službenika u upravi. Detaljno se razrađuju načini izobrazba u upravi te napredovanje. U svrhu dokazivanja postavljene hipoteze, provedeno je istraživanje putem anketnog upitnika putem online Google ankete u Državnom uredu za reviziju, podružnica Koprivnica. Nakon cjelokupnog provedenog istraživanja, utvrđuje se da formalno obrazovanje i izobrazba, imaju utjecaj na ocjenjivanje i napredovanje državnih službenika.
Abstract (english)
The main goal of this paper is to analyze and investigate the evaluation and promotion of civil servants in the Republic of Croatia. Based on the available literature and laws, the mentioned topic was researched. The workflow follows the civil service system and its characteristics. It is found out who the civil servants are and their division. Mention is also made of the methods used to reach better-formed civil servants in the administration. The methods of training in the administration and promotion are elaborated in detail. In order to prove the hypothesis, the research was conducted through a survey questionnaire via an online Google survey in the State Audit Office, Koprivnica branch. After the entire research, it is determined that formal education and training have an impact on the evaluation and promotion of civil servants.
