Abstract | Tema ovog rada su koncesije u djelatnostima javnog sektora. Sukladno tome, u radu je opisan nastanak koncesija kroz povijest, njihova primjena u drugim državama i u Republici Hrvatskoj, te su detaljno razrađeni pojmovi kao što su: predmet koncesije, davatelj koncesije i koncesionar, koncesionirana javna služba, plan davanja koncesije, pripremne radnje za davanje koncesije, postupak davanja koncesije, ugovor i njegove izmjene, rok i naknada za koncesiju te prestanak koncesije.
Na samom početku rada govoreno je o nastanku koncesija u povijesti drugih država kao i u Republici Hrvatskoj te pojmovi u koncesioniranju općenito. Glavnina rada usmjerena je na vrste koncesija (tri), te njihove podjele po pojedinim djelatnostima (dvanaest), a to su: koncesije za zaštitu i očuvanje kulturnih dobara, zaštitu prirode, javnih voda i javnog vodnog dobra, željeznice, javne ceste, djelatnosti distribucije plina, djelatnosti distribucije toplinske energije, komunalne djelatnosti, elektroničke komunikacije, radio i televiziju, socijalnu skrb i zdravstvenu zaštitu. |
Abstract (english) | This paper outlines concessions in public sector activities. Accordingly, the paper describes the emergence of concessions throughout history, their use in other countries and in the Republic of Croatia, and elaborated in detail concepts such as the subject of the concession, the concession provider and concessionaire, public utility license, plans to award a concession, the preparatory work for giving concession concession award procedure, the contract and its amendments, the deadline and the concession fee and termination of the concession.
At the very beginning was about the emergence of concessions in the history of other countries as well as in Croatia and in terms of concessions in general. The bulk of the work is focused on the types of concessions (three) and their divisions in individual sectors (twelve), namely: the concession for the protection and preservation of cultural heritage, nature protection, public water and public water resources, railways, public roads, gas distribution , thermal energy distribution, utility services, electronic communications, radio and television, social welfare and health care. |
