Abstract
Tema završnog rada je sluţbenički sustav koji je prikazan kroz sluţbeničko zakonodavstvo i sluţbenički odnos. Prvenstveno je opisano pojmovno odreĎenje sluţbenika s osvrtom na njihovu ulogu te razliku izmeĎu drţavnih i lokalnih sluţbenika. Kod razmatranja sluţbeničkog sustava objašnjen je sluţbenički odnos kao radni odnos kojim se odreĎuje radno pravni odnos izmeĎu drţavnog sluţbenika i drţavne kao poslodavca. U daljnjem dijelu rada kroz sluţbeničko zakonodavstvo objašnjena su načela,... More zasnivanje sluţbeničkog odnosa te prava i duţnosti sluţbenika. Kroz navedena prava i duţnosti opisana su materijanalna prava, ocjenjivanje, napredovanje i usavršavanje te disciplinske odgovornosti sluţbenika o kojoj se govori u slučajevima kada se u obavljanju sluţbene duţnosti sluţbenik ne drţi zakona i drugih propisa temeljenih na zakonu. U zasebnom poglavlju razmotren je sluţbenički sustav sa kratkim osvrtom na Grad Viroviticu u kojem je provedeno emprijsko istraţivanje kako bi se došlo do dodatnih spoznaja i trenutnom stanju u Gradu Virovitici. Topic of the dissertation is a civil service system that has been shown through civil service administration and employed on civil service affairs. Primarily described conceptual definition officers with emphasis on the role and the difference between state and local officials. When considering the official system explanation civil service employment relationship as establishing a working relationship between the civil servant and the state as an employer. In the following part of... More the employed on the legislation explained the principles, the establishment of service relations and the rights and duties of officers. Through the rights and duties described in the material rights, evaluation, promotion, training and disciplinary responsibility of that is discussed in cases when the performance of an official duty officer does not adhere to the laws and regulations based on the law. In a separate chapter examines the civil service system with a brief review of the City of Virovitica which was conducted empirical research in order to obtain additional knowledge and current situation in the City of Virovitica.
