Abstract
Proračun jedne države je instrument financiranja javnih izdataka od općeg i zajedničkog interesa. Državni proračun se definira kao procjena godišnjih prihoda i primitaka te utvrđenih rashoda i izdataka. Donosi ga Hrvatski sabor, u skladu sa zakonom. Proračun se sastoji od općeg i posebnog dijela te plana razvojnih programa. Opći dio proračuna čini Račun prihoda i rashoda te Račun financiranja. Posebni dio proračuna čini plan rashoda i izdataka proračunskih korisnika iskazanih po vrstama, a... More raspoređenih u programe sastavljene od programa i projekata. Proračunsko računovodstvo se definira kao računovodstveni sustav koji se odnosi na knjigovodstveno praćenje, analiziranje i izvještavanje o poslovnim događajima proračuna te proračunskih i izvanproračunskih korisnika. Dužni su ga primjenjivati državni proračun (Republika Hrvatska), proračuni jedinica lokalne i područne (regionalne) samouprave (gradovi, općine, županije) i njihovi proračunski korisnici. U razdoblju od 1991. godine do danas, razvoj računovodstvenog informacijskog sustava se temelji na četiri osnovne faze. Prva faza traje od 1991. godine pa do kraja 1993. godine. Obilježena je kontinuitetom primjene preuzetih propisa bivše države. U tom razdoblju područje javnih financija i uopće djelovanje javnog sektora u cjelini nije bilo uređeno suvremenim sustavnim pravnim aktima. Druga faza u trajanju od samo jedne godine predstavljala je uvođenje i primjenu rada potpuno novog računovodstvenog sustava. Početkom 1994. godine sustav je bio postavljen na temelju fondovskog računovodstva i prilagođenog koncepta nastanka događaja. No, taj je sustav u zakonskoj izvedbi nesustavno operacionaliziran. Razdoblje od 1995. godine do 2001. godine obilježava treća faza, a nju obilježava osuvremenjivanje sustava poreza i njemu pratećeg državnog računovodstveno-informacijskog podsustava. Početkom 2002. godine provodi se četvrta faza, a traje još i danas. Obilježava ju napuštanje novčanog računovodstvenog koncepta te uvođenje prilagođenog koncepta nastanka događaja. Proračunsko računovodstvo se danas temelji na specifičnom prilagođenom konceptu nastanka događaja. Navedena metoda je donijela mnoge prednosti kao daljnji korak približavanju suvremenim međunarodnim trendovima. Less
Abstract (english)
The budget of a state is an instrument of financing public expenditure of general and common interest. The state budget is defined as an estimate of annual revenues and receipts and determined expenditures and expenses. It is passed by the Croatian Parliament, in accordance with the law. The budget consists of general and special part of the plan and development programs. The general part of the budget makes the Income and Expenditure Account and Funding account. The special part of the... More budget makes the spending plans and agency spending presented by type and allocated to programs made up of programs and projects. Budget accounting is defined as an accounting system that relates to the accounting monitoring, analyzing and reporting on business events budget and budgetary and extra-budgetary users. They are obliged to apply the state budget (Republic of Croatia), the budgets of local and regional (regional) governments (cities, municipalities, counties) and their budget beneficiaries. In the period from 1991 to the present, the development of accounting information system is based on four basic stages. The first phase runs from 1991 until the end of 1993. It was marked by the continuity of application of the assumed rules of the former state. During this period the area of public finance and the general operation of the public sector as a whole was not regulated by modern systematic legal acts. The second phase for a period of just one year was the introduction and implementation of the work of a completely new accounting system. In early 1994 the system was set up on the basis of funding accounting and custom concept accrual. But this is a system in the legal performance unsystematic operationalized. The period from 1995 to 2001 marks the third phase, and it marks the modernization of the tax and its accompanying state accounting information subsystem. In early 2002, conducted the fourth stage, and still continues today. It is characterized by leaving cash accounting concept and the introduction of a customized concept accrual.
