Abstract
U radu se objašnjava postupak ocjenjivanja i napredovanja državnih i lokalnih službenika. Rad pokazuje razliku u ocjenjivanju u prošlosti i sada te kako se ocjenjivanje i napredovanje razvijalo kroz godine. Najviše se fokusira na ocjenjivanje i napredovanje danas. Navode se subjektivnost i objektivnost ocjenjivanja i način na koji to utječe na stvarnu ocjenu te se objašnjavaju posebnosti ocjenjivanja pojedinih skupina službenika
Abstract (english)
The paper explains the process of evaluating state and local officials. The paper explains the difference in evaluating and promotion in the past and how evaluating and promotion have developed over the years. It mostly focuses on evaluating and promotion today. The subjectivity and objectivity of evaluation are explained, and the way in which it affects on actual evaluation, and it explains the peculiarities of evaluation of individual groups of employees.
