Abstract
Reformama sustava državne uprave nastoje se, između ostalog, uvesti i promjene u sustavu pozitivnog prava. Cilj ovoga rada je prikazati kako su se reforme razvijale i provodile od 1990. godine do danas kroz promjene zakonskih tekstova. Najvažnije reforme provedene su nakon osamostaljenja te prije pristupanja Europskoj uniji. Glavni ciljevi provođenja reformi su povećanje učinkovitosti i djelotvornosti sustava državne uprave te povećanje razine kvalitete javnih usluga.
Abstract (english)
Reforms of the state administration system seek, among other things, to introduce changes in the system of positive law. The aim of this paper is to show how reforms have been developed and implemented from 1990 to the present day through changes in legal texts. The most important reforms were carried out after independence and before accession to the European Union. The main goals of the reforms are to increase the efficiency and effectiveness of the state administration system and to increase the level of quality of public services.
